ClassHankyul Forms Fair Trade Team and Recruits Professionals
ClassHankyul has formed a new fair trade team with a view toward sustained growth and advancement. The newly configured team will focus on handling fair trade issues. Having recruited professionals formerly with the Korea Fair Trade Commission (“KFTC”), the team boasts enhanced expertise. These professionals’ experience and expertise gained during their tenure at the KFTC will prove to be of significant value in providing effective solutions to fair trade issues.
These changes are part of ClassHankyul’s own efforts to provide one-stop legal services to clients by cultivating the capacity to provide professional support in matters relating to fair trade. Please join us in congratulating the fair-trade team’s new beginning.

Chanhyun Hwang, Lead Attorney
The team’s lead attorney, Chanhyun Hwang, has served in several critical posts, including as chair of the Board of Audit and Inspection and chief judge of the Seoul Central District Court, and has handled approximately 10,000 cases. In particular, during his tenure as the chief judge of the Seoul High Court, Mr. Hwang handled cases involving numerous fair trade issues including collusion, abuse of dominant market position, resale price maintenance, unfair trade acts, etc., enabling him to understand such issues in depth. Drawing on this expertise, Mr. Hwang was a vocal proponent of forming a fair trade team to serve as a pillar of the firm’s corporate practice.
Sungjai Choi (JTRI Class 29)
Attorney Sungjai Choi (Ph.D. in economic law, Seoul National University) has served as an in-house attorney for Samsung SDI and Microsoft Korea, judicial researcher at the Supreme Court, and a member of the advisory board of the KFTC, cultivating expertise in fair trade and intellectual property issues relevant in a variety of fields. In particular, Mr. Choi played a pivotal role in securing a favorable decision for the KFTC in a suit filed by Qualcomm to overturn a disposition imposing a penalty surcharge for abuse of dominant market position in relation to standard essential patents.
Youngdong Park (JTRI Class 34)
Youngdong Park worked at the KFTC for nine years from 2006 to 2014, where he investigated and deliberated on fair-trade related cases, reviewed corporate mergers and acquisitions (M&A) as a member of the KFTC’s Cartel Policy Division, Office of Tribunal Administration , Corporate Merger Division, etc., through which he was able to gain much expertise and practical experience. Following his tenure at the KFTC, Mr. Park joined Lee & Ko, where he advised clients on a variety of fair trade cases, responded to investigations and conducted litigation, and today continues to work actively as an attorney specializing in fair trade issues.
Shinae Park (JTRI Class 39)
Shinae Park worked at the KFTC for 14 years from 2010 to 2023. As a member of the KFTC’s Consumer Policy Division, Office of Tribunal Administration, Manufacturing Subcontractors’ Division, Franchise Distribution Team, etc., she conducted investigation and deliberation on alleged violations of the Fair Trade Act, Subcontracting Act, and Large Retail Business Act, as well as related duties, cultivating practical expertise in the area of fair trade.
Jinchul Bae (Advisor)
Jinchul Bae, who will serve as an advisor to the team, entered civil service after passing the 31st Public Officer Qualification Exam and has worked in the field of fair trade for 28 years. Having served as the head of the KFTC’s Bureau of Corporate Transactions Policy, director of the Korea Fair Trade Mediation Agency, and an advisor to Yulchon, Mr. Bae offers both practical acumen and theoretical knowledge in all aspects of fair trade.
